Star Tots vs PCF Sparkletots playgroup.

Two very different operators serve the same 18-month-to-3-year age group. Here's an honest, side-by-side look at curriculum, class size, fees and subsidies — so you can decide what actually matters for your family.

What is PCF Sparkletots?

PCF Sparkletots is the preschool arm of the PAP Community Foundation (PCF) and is Singapore's largest preschool operator, with several hundred centres islandwide serving tens of thousands of children. As an ECDA Anchor Operator, it operates under government-regulated fee caps and is eligible for national subsidy schemes, which makes it one of the most accessible and widely available options for Singapore families. Sparkletots covers the full early-years range — from infant care through playgroup/toddler, nursery and kindergarten (K1/K2) — typically as full-day programmes from around 7am to 7pm, so a family can often stay with one operator from infancy right through to Primary 1.

What is Star Tots Playgroup?

Star Tots is Edufarm's own playgroup programme for children aged 18 months to 3 years, run across 68 centres islandwide. It's a private, half-day playgroup rather than a full-day childcare service: fees are $190/month plus $40/month materials (with modest one-time registration and uniform fees), and each class of 10–16 tots is run by a teacher plus an assistant. The curriculum is MOE-term-aligned and runs Letterland Phonics, thematic English, early maths, Montessori practical life, and games, art and science across the week. Star Tots was recognised by Parents World with the "Best Quality Preschool Education at an Affordable Fee" award.

Which is the right choice for your family?

Both are legitimate, well-established options for the same age group, and the "right" one genuinely depends on what your family needs most.

PCF Sparkletots may be the better fit if your household is eligible for meaningful government subsidies, if you want the option of full-day care rather than a half-day session, or if you value the reassurance of a very large, government-linked network with a centre likely close to home.

Star Tots may suit you better if you're looking specifically for a half-day playgroup structure with a fixed, teacher-plus-assistant class of 10–16, a curriculum built around Letterland Phonics, thematic English, early maths and Montessori practical life, and a private operator with 68 centres to choose from. It won't be the cheaper option for families who qualify for significant PCF subsidies — that's simply the tradeoff of a private programme without a government subsidy scheme.

See it for yourself. The best way to decide is to compare in person — visit a PCF Sparkletots centre and a Star Tots centre near you, sit in on a session if you can, and ask about daily routine, class size and curriculum before enrolling anywhere.
